[TFS-PM] - Containing arbutin and pearl extracts, this mask is ideal to for achieving brighter and clearer skin. And also according to the website, the mask is suitable for all skin types (but perhaps not for people with over sensitive skin I guess since it's a powder mask...)
Usage:
1. Dissolve 1 pack of the pearl mask powder (18g) with 45g of warm water in a bowl. (Please use a bowl and not mix on your hands to ensure even application. The ratio of the mask to the water here is 1:2.5)
2. Quickly apply the mixture onto your cleansed face, avoiding the eye and mouth areas.
3. Peel the mask off after 20 to 25 minutes.
4. Follow up with toner.

Hi xing! Yes the salon effect mask is suitable for dry skin but if you are still worried that the powder concept will irritate or further dehydrate your dry skin, you can actually add a little more water to the powder when mixing (just a litte will do, in case it becomes too runny to harden up. maybe around 5ml?)so that it becomes more diluted.
As for what to use prior to applying the mask, there is actually no need for us to apply toner BEFORE. A properly cleansed face will do. According to information from The Face Shop, apply toner AFTER removing the mask and you may follow up with your usual moisturizer.
